The race route will be unveiled after determination by the Chinese Athletics Association.

 

IX. Competition Rules

(I) This Marathon Event is subject to the latest track and field competition rules approved by the Chinese Athletics Association and the regulations of this Event.

(II) Under the Circular on the Participation of Disabled Players in National Marathons and Relevant Events issued by Chinese Athletics Association, those who qualify for the event are allowed to participate in this Marathon.

(III) Starting Mode: Zoned for Start Racers are grouped and arranged in the particular gathering areas according to the best Marathon/Half Marathon results that were published on the China marathon information platform from July 1, 2017 to June 30, 2019.

The Organizing Committee will have in place the roll-call and time recording carpets, and the racers shall enter the designated areas. After the event starts, the racers are required to go through the designated roll-call carpets, and the time recording carpets. Otherwise, the results are invalid.

(IV) Starting: One shot by starting gun for all events

(V) Timing:

1. Induction timing is applied for Marathon and Half Marathon events. To be specific, the induction time clips are designed to work when the racers pass the start line (net timing), and Happy Run is not timed.

2. Timing carpets will be arranged in the start line, each 5km point, return point and the finishing line. The racers shall pass all such carpets in required order. The racers who complete the race ahead of the cut-off time, but with the split time missed at any of the timing points shall be disqualified from the ranking.

3. Timing chips will be distributed together with other competition items like race bibs in the distribution site. The clips, in disposable design, require no deposits or recycle after the event.

(VI) Cut-off distance and time:

For the sake of the safety of all racers, the roads involved will be closed to traffic at a rolling time. Each section of the competition route is set with a cut-off time, and after which, the relevant timing carpet is designed to cease working and the road is re-opened to traffic. The racers who fail to complete their race within cut-off time shall immediately stop the race and leave the route against any risks. The racers who withdraw from the event may take the waiver buses along the route or take the public transportation services to the finish area.

(VII) Bag storage and pick-up:

All racers shall store personal belongings by the bib number. After finishing the race, the racers shall go to the respective areas to claim their stored belongings. The Organizing Committee will not check the items put in the racers' bags, and therefore will not accept any complaints by the racers about the items stored, or not be liable for the lost or damaged items. It is suggested not to put valuables, such as mobile phones, identity documents and cash, in the storage bags.

It is noted that the bag pick-up will be available until 7:15 specific to Marathon and Half Marathon racers, while not to participants in Happy Run on the race day according to the Organizing Committee. The racers of Half Marathon and Marathon shall claim their stored belongings at the designated areas by 11:30 and 14:30 respectively. The racers who fail to claim within the required time may contact the Organizing Committee for post within 5 working days after the Event, but the postage shall be borne by the racers. If the bags are not claimed after the specified time, the Organizing Committee will dispose them at its discretion

(VIII) Layout of refreshment stations, water stations, energy supplement stations, cooling points and mobile toilets (finally subject to the Competition Manual released by the Organizing Committee)

(IX) Medical aid

1. Medical aid stations will be arranged at the start areas, along the route and the finish areas.

2. AED first aid service will be provided by the Organizing Committee along the race course as well.

3. Medical volunteers, assigned by the Organizing Committee along the race course, will assist with medical aid and safeguard of the race order. Racers may ask for help when needed;

4. The medical staff on site have rights to stop races from continuing the face considering their physical conditions and get their race bibs back. Should the racers refuse to follow advice of medical staff and insist on running, they shall bear all consequences and responsibilities.

5. In the race, where a racer loses consciousness, the medical staff and first aid volunteers assigned by the Organizing Committee will carry out all first aid measures at their sole discretion, including but not limited to CPR, AED, and prompt transfer of the affected racer by the rented vehicle or the aircraft. But the resultant legal responsibilities and the incurred expenses shall be borne by the racers. The volunteers involved in the first aid shall not be economically and legally held accountable.

(X) Doping examination will be conducted in accordance with the regulations of the Chinese Athletics Association. Where a winner is found doping engagement, his/her ranking will be cancelled, and the vacancies will be reserved.

(XI) Please refer to the Official Manual for more requirements and arrangements of the event.

 

X. Registration

 

(I) Age requirements:

1. Marathon applicants shall be over-20s (born before December 31, 1999).

2. Half Marathon applicants shall be over-16s (born before December 31, 2003).

3. Happy Run applicants shall be over-12s (born before December 31, 2007).

Notes: Juveniles under 18 who sign up for the Event shall sign the disclaimer in the presence of their guardians or legal agents on the spot before claiming the competition items.

(II) Physical demands for racers:

Marathon and Half Marathon, as competitive events that feature high load, heavy intensity, and long distance carrying higher risks, are physically demanding for racers. On the grounds of these, the racers shall be physically healthy, and have a long history of running or have run a one-time distance above the Half Marathon. Having been physically examined (including electrocardiogram examination) within a year in medical institutions at or above the county level, all racers should evaluate their physical health in conjunction with their issued medical examination reports to ensure that their health conditions can adapt to long-distance running. Only those physically qualified racers can apply for competition, or they will hold accountable by themselves for any outcomes incurred, as suggested by the Organizing Committee.

Anyone who is affected by following conditions is not recommended to participate:

1. Patients suffering congenital/rheumatic heart disease;

2. Patients with hypertension or cerebrovascular disease;

3. Patients with myocarditis or other heart diseases;

4. Patients with coronary artery disease or severe arrhythmia;

5. Patients suffering diabetes with intensively high/low blood glucose;

6. Those who have caught a cold two weeks before the race;

7. Those who have drink a lot of spirits or lacked of sleep at the night before the race day;

8. Pregnant women;

9. Patients with other diseases disabling the race.

The personal injury and property loss caused by physical or other personal reasons shall be borne by racers themselves.

(III) Registration

1. Marathon has a limit of 18,000 entries; Half Marathon of 8,000 entries; Happy Run of 4,000 entries. When entries exceed the limit, the participants will be chosen by lottery or as candidates.

2. Please refer to the Registration Notes on the official event website for the particulars of registration methods and procedures, as well as instructions to participant application standby and withdrawal.

3. Ahead of the event, the Organizing Committee will remind the racers of logging in the official website for their race numbers.  

4. Race bag pick-up:

All applicants who qualify for the event may claim the race bags in the locations that the Organizing Committee designate with the originals of their valid ID documents. The concrete time and location will be released on the official website ahead of the event. The race belonging can not be claimed on the morning of the race day, and the racers shall arrange claiming in advance. The racers who fail to participate the event due to some reasons may apply for the postal services except the race bibs, chips and wristbands, and the incurred expenses shall be on the racers. Please see the announcement of the official website after the race for the details about the application procedures. The wristbands shall be worn with the help of the event staff when the racers claim the competition items, and the wristbands shall not be removed without authorization or damaged until the conclusion of the event.

(V) Registration for the disabled applicants

The registration of the disabled applicants shall conform to the relevant provisions of the Circular on the Participation of Disabled Participants in National Marathons and Relevant Events published on the official website of the Chinese Athletics Association:

1. Due to the limit of the race course, the wheelchair event is unavailable and the wheelchair racers are ineligible.

2. The disabled applicants (including non-sports wheelchair users) shall qualify for the events of 2019 Xi'an International Marathon in terms of the age and physical conditions, and pay the registration, and be subject to the lottery when the entrants exceed the limit.

3. Ahead of racing, the visually/aurally/mentally challenged racers and those with the disabled upper limbs shall gather at particular areas for roll call with the regular ones. In order to ensure the safety of the non-sports wheelchair racers and other racers, the wheelchair racers shall gather for roll call in the areas designated by the Organizing Committee.

4. To ensure the safety of all racers, the visually-challenged racers shall be accompanied throughout the race. And it is suggested that the other disabled racers and the non-racing wheelchair users should be accompanied by runners. The accompanying runners may be selected from the registered ones, and they may be recruited upon assistance by the Organizing Committee.

(III) Special awards for Chinese racers:

(IV) Where a Chinese racer wins both the ranking award of Marathon and the special award dedicated to Chinese racers, the racer shall be awarded one bonus. Any vacancies will be filled.  

(V) All above-mentioned awards are subject to a 20% personal income tax. The cash will be paid 30 workdays after the race day (the racers who are selected to receive doping check will be awarded after the result is due).

(VI) Top 3 male and female winners will be given trophies and medals on site.

(VII) The racers who finish before the cut-off time may, with the race bibs and wristbands, claim the post-race packages and medals.

(VIII) Happy Run

No result or ranking.

(IX) All finishers have access to check results on the official website 24 hours after the race. And the top 20 finishers are entitled to download finisher certificates. Split time, gun time, net time will be listed in the certificates. Result will be disqualified for final ranking if there is any split time point missed.

(X) Within 5 workdays after the conclusion of the race day, the results will be made public on the event official website, and where a racer raises objections to his/her result, the racer in question may present the Organizing Committee with true and valid evidence. Top 20 racers of every event are entitled to download their certificates on the official website after the publicity period.

 

XII. Punishment

 

The Organizing Committee will video the start line, entire route and finish line.

(I) In case of masquerading, fraud for race rank and bonuses, racing with two or more timing chips (the score error of the two sensors at the timing point is less than 0.1s), forging the race bib, racing in relay, the racers in question will be punished by the Organizing Committee of Xi'an International Marathon and the Chinese Athletics Association.

1. The punishments will be given as follows by the Organizing Committee:

(1) All violators' scores and rankings will be cancelled in 2019 Xi'an International Marathon;

(2) All violators will be banned to participate in Xi'an International Marathon for life;

(3) The punishment results will be published on the official website of Xi'an International Marathon.

2. The punishments will be given by Chinese Athletics Association:

(1) The list of all violators will be unveiled and they are not allowed to participate in all races authenticated by China Athletics Association within two years;

(2) Where the violators during and after the punishment term re-commit similar violations, they will be banned from participating in all races authenticated by China Athletics Association for life.

(II) The racers will be punished as disqualification from the event and results immediately, race suspension, barred from race for 1-2 years or even life ban by the Organizing Committee. And the Chinese Athletics Association may put additional punishments if participants commit any of the followings:

1. Misrepresentation on age when registration;

2. Concealment of physical illness;

3. Failure to wear the race bib and the wristband as required;

4. Racing in start area of the non-registration event not in the prescribed starting order;

5. Failure to follow the start order and commit a false start;

6. Athletes whose coaches and agents take any vehicle to enter the race course;

7. Failure to race along the prescribed race route; cut off the corner or crash the course;

8. Misconduct as squeezing, pushing, pushing, bumping, or tripping during racing;

9. Crossing the finish line repeatedly to get the post-race souvenir;

10. Failure to complete the whole course but claim the post-race souvenir;

11. Failure to follow the staff's command;

12. Abusing, fighting or other acts disturbing the race order;

13. Carrying pets to the race course;

14. Other behaviors against race rules and sportsmanship.

Consequences arising from registration by misrepresentation or entry transfer to others shall be borne by the violators.  

 

XIII. Insurance

 

Insurance will be provided to all racers and the event staff. The insurance policy shall be subject to registration information and any responsibilities will be taken by the applicants if they fail to buy the insurance caused of incorrect information.
